                 Enclosed is a copy of a water bill dated 12/8/04 which
            I just received and which I find to be in error.  Enclosed
            also is a second copy of that bill, as I believe it should
            be corrected.

                 Please note that the actual reading (5378 cu ft) of the
            water meter on 9/15/04 listed correctly under "present
            reading" for the purpose of calculating consumption from
            08/11/04 to 9/15/04, must also be entered on the line
            immediately below under "previous reading" for the purpose
            of calculating consumption from 9/15/04 to 11/17/04.  When
            this correction is made, then water consumption for the
            period 9/15/04 to 11/17/04 is calculated by subtracting 5378
            cu ft from 6138 cu ft, the present reading on 11/17/04,
            leaving a balance of 760 cu ft consumed during that period.
            Subtracting the credit of 570 cu ft listed immediately
            above, one obtains a net consumption value of 190 cu ft, the
            charge for which, at a rate of $0.1168/cu ft, would be
            $22.19.

                 Please correct your accounts to charge me for the
            period from 8/11/04 to 11/17/04 with a net water consumption
            of 190 cu ft, and bill me accordingly; or in the alternative
            provide me with a WRITTEN explanation of why you should not
            do so, and advise me to whom to address an appeal from your
            decision.
