I'm out of work, so I do my own plumbing. That fact does not
make me ineligible for unemployment insurance payments.

Work is an activity which warrants the Commonwealth's 
effort at consumer protection.
 
The technology of plumbing has changed vastly. The General Laws
have not. Reinterpretation of the General Laws is appropriate.
