The court wants a consent decree.
Is am concerned about Mr. Ciarmataro
I interpret his behavior as symptomatic of stress
to the point of desperation.
I am much concerned about his equanimity.
His is not normal behavior.
I ask you and I will ask the Court to be sensitive and sympathetic.
I would respectfully remind you that Nantucket is a severely
distressed community with a suicide rate 4 times that of the state.
I don't want him to be forced to issue a permit against his will
I don't want him to be forced to perform an inspection from which
quite properly he recuses himself.
I don't want him humiliated.

The damage done to me.
The enjoyment of the property, the rental value, 
and most important the physical and mental ability to 
bring this building project to completion at 81 1/2 years of age.

I need first of all a rescission of the cease and desist order
plumbing permit - plumbing to proceed without a permit
I need to have permission to go to the toilet.

HDC front porch
temp occupancy permit without limit of time
which shall expire only
when at the discretion of the Building Inspector
a permanent occupancy permit is issued.

No further inspections will required.
There shall be a rebuttable presumption that
all construction is in conformity with the code.
Nantucket may make such further inspections as it deems fit.
and make recommendations to me.
If I do not accept these recommendation Nantucket may
file a motion in this case or if the case is closed
initiate a civil action in Suffolk Superior Court.

Preliminary to the consent decree,
the Town may inspect anything by anyone any time,
but without plumber and without electrician
I will come over to the island to host the inspector,
alternatively, I will mail them a key
and they can look around to their heart's content.

waive my right to sue under 42 USC 1983
pay to Town of Nantucket

the terms of this consent decree
shall not be subject to challenge on the
grounds that it conflicts with any regulation or statute.

Once the Town accepts the consent decree,
no further inspections shall be required.
consent decree shall conclude this case.
It shall be effective
when all permits have been issued
