Leone _ Columbia Management _ Investor Services Corporation _ P.O. Box 8099 _ Boston MA 02266-8099 _ _ Dear Ms. Leone: _ _ The attached copy of a confirmation of March 25, 2011 _ shows you on that date to have transferred, pursuant to my _ directions, 3122.566 shares of Tri-Continental Common stock _ from Acct 08695880914 to Acct 53480000374. _ _ Subsequently, in a letter dated March 30, 2011, you _ deny that the transfer was made, writing: "We are unable to _ act, as the Stamp2000 Medallion Guarantee provided failed a _ security scan due to an illegible stamp." _ _ You further write: "Please have Cambridge Trust Company _ reguarantee your signatures." Permit me to ask why a single _ illegible stamp should require the reguarantee of two _ signatures. I placed a telephone call to your Client _ Services Department, and after having to listen to many _ minutes of recorded music, was finally informed by one _ of your representatives that all three of the Medallion _ Guarantee stamps failed the security test. Inasmuch as _ one of the stamps was provided by Cambridge Savings Bank _ as distinct from Cambridge Trust Company, probability _ dictates that the technical failure should be sought in _ your scanning equipment or in your scanning technique _ rather than in the co-incidental failure of Medallion _ Guarantees provided independently by two established _ Cambridge banking institutions. _ _ _ _ _ _ _ - 2 - _ _ _ _ Only a cursory inspection of the preprinted forms which _ you require shows that when the Medallion stamp is placed in _ the designated location, a printed legend:"Part 5 Return _ Instructions" impinges on the bar code to be scanned, most _ likely severely degrading the optical signal and quite _ possibly responsible for the scanning failure. Perhaps blame _ should be placed not on the officers of Cambridge Trust Co. _ and Cambridge Savings Bank but on the designer of your _ "Transfer for Request of Ownership Form" who failed to leave _ sufficient space for the uncompromised display of the _ critical bar code. _ _ Trips to the banks for securing legible Medallion _ Guarantees are no trifling matter, not for my wife, 86 years _ old, who is significantly crippled, nor for my son who must _ take off time from work. I doubt that we are the only ones. _ It is conceivable to me that your imperfect procedures cause _ unjustifiable inconvenience and hardship on a sizeable class _ of your customers. Please consider the possibility that you _ have made a serious mistake. Please consider rescinding the _ unauthorized transfer from Acct 53480000374 to Acct 08695880914 _ which you have fabricated to create the appearance that the _ original transfer from from Acct 08695880914 to Acct 53480000374 _ had never been made. _ _ In the event that you choose not to comply with my _ request, please return to me the originals of the Medallion _ scans which you claim to be unable to scan. _ _ Thank you for your help. _ _ Sincerely yours, _ _ _ Ernst J. Meyer
