Dear Mr. Esposito, While preparing myself for the interview which we were planning, I found the evidence which I needed, namely that a Registered Professional Engineer is indeed qualified to give an opinion about a plumbing installation. That seems to me an inescapable conclusion from the fact that the Plumbing Code authorizes such an engineer to design a plumbing installation and relies on his expert judgment to solve technical problems that are beyond the competence of the Inspector who is, after all, only a plumber. 248 CMR 3.04(3)c.4 Therefore I won't at this juncture, proceed with plans for a deposition, which if it become necessary in the future, would focus on issues that cannot yet be identified.
