April 5, 2012 re: Meyer v. Nantucket Building Dept. SUCV 2008-05664 Dear Mr. Pucci, As I contemplate another hearing before the Board of State Examiners of Plumbers and Gasfitters in the above-captioned case, I am concerned about the risk for Mr. Ciarmataro, of whom as you may infer from our prior correspondence, I am quite fond, and whom I wish very much not to hurt. Please review carefully the memoranda I have recently filed, and consider the possible consequences for Mr. Ciarmataro's employment and even for his plumber's license when these memoranda are emphatically brought to the attention of the Board. Government agencies such as the Board of State Examiners of Plumbers and Gas Fitters maintain their legitimacy by making scapegoats of individuals whose awkwardness illuminates the impracticality and irrationality of their regulatory efforts. If in your professional judgment, you find my concerns to be valid, please do your utmost to protect Mr. Ciarmataro from himself, and please always remember that even though I derive much satisfaction from the process of litigating, I'm always prepared to be generous and to compromise. Sincerely, Ernst Meyer
