The conflict between autocracy and democracy is a reflection 
of the differenece between thee individual and society. 
The individual can and must act only as such, as an individual,
and society must have a ruler, a dictator, a king so that it
also can act as a pseudo-individual.

30A is the buffer that mediated the violation of section XXX.
The rights of appeal which it grants should not be compromised.
Instead of interpreting 30A to protect the individual against
the autocracy of the executive, the Superior Court interprets 30A
to protect itself against the flood of litigation from 365000
potentially disgruntled Licensees of the Division of Professional 
Licensure, to wit from perhaps 20000 licensed plumbers who are
subject to as many as two million inspectors' decisions a year,
there are only one or two appeals to the Plumbing Board, and
virtually none to the Superior Court.

"Only a fool," only a plumber who is a fool would court the disfavor
of the Board on which he depends for his license. 
If the Board votes 12 times a year to destroy a plumbers livelihood
by revoking his license, presumably by the same standards of 
integrity and fairness with which it voted 3 times to destroy
Meyers plumbing.

The concept of judicial notice. What generally known or ascertainable
"facts" should be "noticed" by the Court. Specific facts 
ascertainable only to a specific individual require to be 
established by competent evidence
