What DCI's chief lawyer does not understand is that Massachusetts law
prohibits DCI from "balance" billing of sums which MassHealth refuses to pay.
Arguably it is MassHealth which violates the Federal Constitution by asserting
the doctrine of Interposition in claiming that Massachusetts has the right to
nullify federal regulations, in this case the federally assessed value of a
dialysis gtreatment.
