Arguably the requirement to document would lead to exaggeration, but it also buttresses your legal position, whatever such buttressing is worth. From a legal perspective, a repeat inspection supersedes and technically reverses the Appeals Courts affirmation of the 2011 order that the entire system be destroyed. 3) Therefore my advice is that you try to hire a plumber a) to get a permit, and b) to participate in a new inspection before c) he then makes the necessary repairs.
