Here is what I suggest:

1. Collect all the statements for charges that the State Retirement System
should pay.

2. Submit copies of these statements with a covering  letter in Marions name, 
signed by Marion, requesting payment to her. The State Retirement System 
will then either pay or write a letter specifying what additional information 
they want. You're in a much stronger position if you avoid the telephone.

3. If you would like my help and provide me with the data, I can draft
a letter which you can edit as you see fit and then ask Marion to sign.
