IMPORTANT to remember about the inspection of the Red Car:

a) the disconnection of the battery causes a computer circuit to discharge
which will cause the car to fail the emission inspection test

b) the suggested remedy is to drive the car for about an hour alternating
between low speed and highway speed.

c) since after the inspection had expired, you would not want to comply
with b) my suggestion is:

d) that you connect the battery, start the car, and run it in our driveway
for at least half an hour, periodically depressing the accerlerator pedal
to speed up the engine.

e) Given that you are nominally prohibited from driving the uninspected car,
you might try to negotiate with AAA how much they would charge to transport
it to the garage

f) If the car fails the emission test but passes inspection otherwise,
it will be marked with a special rejection sticker permitting you to drive
it for a limited number of days/weeks to have the emission control repaired 
or reactivated by use.
