Auch die Buerokratie muss als Ausdruck
gesellschaftlichen Wesens betrachtet werden, as an
expression and an elaboration of the ability and need to
speak, to conceptualize and to idealize. Far from being a
dispensable or even superfluous appendage to the social
organism, not withstanding its spiritual inefficiency,
bureaucracy is an intrinsic component of society, essential
to its survival and development. I suspect that bureaucracy
has been part of social culture as far as such culture can
be (is susceptible to being) traced. The Hebrews, the
Babylonians, the Egyptians, the Greeks, the Romans all had
their bureaucracies. Whereever society flourished, there
language flourished, and there bureaucracy flourished.
Bureaucracy is one of the social consequences of
conceptualization.
